It’s important for anyone preparing a packet for submission to the voting members of the Texas Board of Pardons and Paroles to understand each part of the process we describe is important for a different reason. Some parts are meant to specifically overcome the material provided by the prison system (Texas Department of Criminal Justice or TDCJ), other parts are meant to address issues contained in the original criminal file from the time of the investigation to the time of sentencing, while other parts address an offender’s plans for after they are released on parole. In addition, the book provides the formula and all the parts necessary to calculate, easily, the prisoner’s Parole Guidelines Score which can make the difference between being granted parole and being denied or “set off”.
However, the most important part of the parole packet is more of a concept than it is a specific section. That concept is the need to provide enough material to allow the 2 voting members, or if there is a tie, the three voting members of the board to see the offender as a person as opposed to just another number or file. As we note in the book, the numbers show us that the voting members only have a few minutes to review each file and so it is up to the prisoner or the person on the outside who is assisting them to provide the Board with materials which personalize this specific vote.
As the book illustrates, there are a number of ways to do this but a failure to allow the voting member to see the prisoner as a person with loved ones waiting on them is a sure way to increase the chances of a denial.
